US and UK Forge Duty-Free Pact on Drugs.

The United Kingdom and the United States have secured a major commercial pact that will maintain zero levies on British medicine shipments entering the US market.

Key Provisions of the Accord

In exchange for the tariff guarantee, the UK has pledged to increase funding on drugs through the NHS. This commitment secures that import taxes on these vital products will stay at nothing for a duration of three years.

This agreement comes after earlier statements to hike import taxes on patented drug products, with figures discussed reaching 100%.

"This arrangement between the Britain bolsters the worldwide climate for innovative medicines and establishes long-overdue equity to U.S.–U.K. pharmaceutical trade," an announcement said.

Commercial Significance

Medicines represent one of the UK's biggest goods shipped to the US, which is by far the biggest market for major companies like GSK and AstraZeneca.

Statistics indicate that in the 12 months to the end of September, the UK sold pharmaceutical products totaling over eleven billion pounds to the US. This figure represented nearly one-fifth of total UK exports in that period.

"This deal protects jobs, boosts capital expenditure and sets the stage for the UK to emerge as a international leader for life sciences," a minister stated.

Key NHS Changes

The deal involves several key commitments from the British government:

  • Revised Affordability Limit: The UK will increase the price threshold at which it judges new medicines to be prohibitively costly by a quarter.
  • Boosted Medicine Funding: There is a target to double total health service expenditure on drugs from 0.3 percent of the national economy to 0.6 percent over the following ten-year period.
  • Payback Limit: The percentage drug companies must return to the NHS to control costs will be limited at 15%. Last year, refunds exceeded twenty percent.

Broader Context

The pact takes place against a ongoing row between the sector and the ministers over spending levels and approval rates.

These tensions were exacerbated by arguments that US consumers were paying a premium for the equivalent treatments than people in the Britain and the EU.

Recently, several large manufacturing plans in the UK have been delayed or scrapped, while major funding commitments have been announced toward projects in the United States.

The Science Minister stated that the NHS had to invest a greater share on drugs, noting that its spending on drugs had shrunk as a share of its overall budget over the last ten years.
